A new destination for the arts: between a RoCC and a hard place

On February 25th 2015, Christopher Gordon, David Powell and Peter Stark brought to a close a key phase of their work together as GPS Culture. By that date they had completed two years of intensive, self-funded research into policy and practice in the support of the arts in England.

As a public contribution to this collective debate they produced a ‘A New Destination for the Arts’, as a brief summary of their reports and recommendations. This summary document highlights their three key publications, all of which were referenced in the House of Commons Culture Media and Sport Select Committee’s report: ‘Inquiry into the Work of Arts Council England’:
‘Rebalancing our Cultural Capital’ (The RoCC report) in October 2013
‘Policy for the Lottery the Arts and Community in England’ (The PLACE report) in April 2014
‘Hard Facts to Swallow’ in October 2014
‘A New Destination for the Arts’ reports that there is an ongoing disparity in arts funding which is weighted towards London, rather than more equally distributed across the rest of the country. It advocates the need for a new national arts policy, which decentralises arts funding, and promotes regional/local cultural projects, as well as London-based projects.
