This report tracks progress on the recommendations made by the Policy Action Teams (PATs). The 18 PATs were set up by the UK government at the end of 1998 to provide essential building blocks for the National Strategy for Neighbourhood Renewal.

The report includes an update on PAT 10, led by Department for Culture, Media and Sport (DCMS), which originally set out the case for sport and the arts being an integral part of the Government’s policy to combat social exclusion. The social inclusion policies of DCMS now include museums and galleries, libraries and the historic environment, as well as sport and the arts.
