Abstract:

This Statement of Intent sets out the strategic objectives that the Arts Council of New Zealand Toi Aotearoa (Creative New Zealand) intends to achieve, or contribute to, for the period 1 July 2019 to 30 June 2029. The SoI introduces the Art Council’s new model, “Creating value for New Zealanders”, in which it describes how long-term value is created for New Zealanders through the Art Council’s support for the arts.

This Statement of Intent (SoI) reflects a significant shift in focus both within government and within the Arts Council. At the centre, the Treasury is refocusing its efforts on raising the living standards of all New Zealanders by taking account of a broad set of wellbeing indicators, the Living Standards Framework (LSF). The Arts Council has adopted a new model “Creating value for New Zealanders”, aligned with the wellbeing indicators of the LSF, in which it describes how long-term value is created for New Zealanders through the Art Council’s support for the arts.

For the first time, the Arts Council articulates the value that it believes the arts deliver for individuals, whānau, communities and society. Consideration is given to what needs to be done to increase that value and to ensure that all New Zealanders – regardless of where they live and who they are – share in those benefits.

This new SoI is laid out with reference to the goals, objectives and achievements of: the Statement of Intent 2016–2021; the first Pacific Arts Strategy 2018–2023; and Te Hā o ngā Toi — Māori Arts Strategy 2019–2024.
